Dr. Ghulam Nabi Itoo, Tariq Hussain Ganai, and Rubina Kousar Elevated as Director Generals

Srinagar, Sep 26 :

The Jammu and Kashmir Government on Friday ordered the promotion of 19 officers of the Jammu and Kashmir Administrative Service (JKAS) to higher grades, including the Super Time Scale, Special Scale, and Selection Grade, following the approval of the Council of Ministers on September 23, 2025.

According to the order issued by the General Administration Department , five officers were elevated to the Super Time Scale (Level-14). Those promoted include Dr. Ghulam Nabi Itoo, Mr. Tariq Hussain Ganai, Mr. Mohammad Rafi, Mr. Shahbaz Ahmad Mirza, and Ms. Rubina Kousar. Among them, Dr. Itoo, Mr. Ganai, and Ms. Kousar have been designated as Director Generals in their respective departments, while the remaining two will continue at their present postings.

In a separate order, six officers were promoted to the Special Scale (Level-13). The promoted officers are Mr. Parvez Sajad Ganai, Mr. Vir Krishan Dhar, Dr. Tahir Firdous Dutta, Mr. Shokat Mehmood, Mr. Vishal Sharma, and Dr. Des Raj Bhagat. Consequent to the order, Mr. Dhar, Mr. Mehmood, and Mr. Sharma have been designated as Special Secretaries in their respective departments.

Additionally, eight officers have been elevated to the Selection Grade (Level-12). The list includes Ms. Parvinder Kour, Mr. Manu Hansa, Mr. Nasir Mahmood Khan, Mr. Ahsanul Haq Chisti, Mr. Mohamad Ashraf, Mr. Towfeeq Ahmad Gazi, Mr. Sanjeev Sharma, and Ms. Sunaina Saini. Out of them, Mr. Mohamad Ashraf has been designated as Additional Secretary, while the rest will continue in their existing postings.
