Fresh additional charge order by Director Rural Development Kashmir adds insult injury, gives charge BDO of ‘north pole’ to BDO of South ‘Pole’ with additional charge of ‘equator’

SRINAGAR, FEBRUARY 02 :

While government claims to improve public service system and make delivery of services easy, however, recent transfer order by issued by General Administration Department ‘in the interest of administration’ vide Government order No. 93-JK(GAD) of 2022 dated 27-01-2022, has left 13 Block Development Offices headless due to which people and contractors of RDD faced huge inconvenience.

Interestingly, on 02 February, 2022 Directorate of Rural Development Kashmir instead of posting permanent BDOs issued another order bearing No 69 DRDK of 2022 Dated: 02

-02 2022 under subject ‘Assignment of Additional Charge’ order in which each BDO were allotted additional charge of the 13 blocks, thus, claims of   good governance and improvement of public service system falls flat.

Ironically, Block Development Officers has been given additional charge of vacant Blocks but BDO of ‘north pole’ has been given charge of additional block in ‘south pole”, how will they do the justice with the development of the blocks allotted to them.

“Abdul Rashid Sheikh, I/c BDO Rohama with additional charge of Block Baramulla & Nadihal shall also hold the charge of Block Kandi-Rafiabad,” the order reads while as “Ms. Shafia Maqbool, BDO Sangrama shall hold the charge of Block Rafiabad.”

The order further states, “Bilal Ahmad Kamgar, BDO Dachnipora with additional charge of BlockHiller-Shahabad shall also hold the charge of Block Qazigund.  Muzaffar Ahmad Malik BDO Shahabad with addition charge of Block Achabal shall also hold the charge of Block Verinag.”

The order makes intresting adjustment in Uri stating, “Sachin Abrol, BDO Paranpillan shall hold the charge of Block Noorkhah and Block Uri, relieving Naveed Altaf, BDO Boniyar from additional charge of   Block Uri. Naveed Altaf, BDO Boniyar with additional charge of Block Bijhama and Block Uri shall also hold the charge of Block Narwah.”

There is 42 kilometer distance from Narwah block to frontier block Uri, people question how will a BDO posted in border area would reach to a block 42 kilometers distance besides having additional charge of Block Bijhama which is also frontier block.
