Baramulla, November 24: In an endeavour to identify and bring “out of school children” into regular education, Deputy Commissioner Baramulla, Dr. Syed Sehrish Asgar, in presence of Joint Director Planning, M. Yousuf Rather, Chief Education Officer, Balbir Singh Raina today launched “Noor”, campaign at Baramulla here.
Pertinently, Noor program is a digital door-to-door Campaign of Education Department with which all the dropouts can be brought into formal education system.
After launching the ambitious initiative, Dr. Syed Sehrish Asgar commended the education department’s dedicated efforts in reintegrating dropout students into the formal education framework. The DC emphasized the significance of this initiative in driving improvements across crucial indicators as part of the Aspirational District Programme.
Furthermore, Dr. Sehrish exhorted upon the appointed zonal coordinators to leverage the technology to its full extent, underscoring the pivotal role it plays in ensuring the success of the program.
During the program, “Noor” Mobile application (Multi Reporting Tool) was also launched to conduct door to door digital survey at Panchayat level / ULB level for tracing out of school children.
Further, the DC also inaugrated an e-repository of recorded video lectures, prepared from Digital Studio CEO’s office and managed by Teacher Informatics Center (TIC), for 11th and 12th class NEET and IIT aspirants who can’t afford any formal coaching.
Later, as part of Aspirational District Programme, Dr. Sehrish also distributed tabs among program coordinators from all 18 zones of the district, intended to streamline data collection at Zonal level and facilitate comprehensive reporting across various centrally sponsored programs, including ULLAS, Establishment of Samajik Chetna Kendras, Survey of Non-Literates aged above 18, Vidyanjali, Viksit Sanklap, UDISE etc.
CEO Baramulla Shri Balbir Singh Raina while speaking on the occasion, expressed gratitude towards the district administration for its unwavering support in aligning with the educational objectives outlined under the Aspirational District Programme.

He further said that education transcends boundaries. With ‘Noor,’ we are breaking barriers and reaching out to out-of-school children, ensuring they have the tools to shape their own destinies.”
