Checked official records. Found that out of 30,765 Anganwadi Centres, 28,078 are functioning & 2,687 are non-functional in J&K. In existing centres, there are 460 vacancies of Supervisors, 3254 vacancies of Anganwadi Workers and 3164 vacancies of Anganwadi Helpers against which 918 ‘excess Helpers’ could have been easily absorbed. Successive governments in Jammu & Kashmir have not made 2,687 centres functional in last 10-15 years in #ICDS. Senior and qualified (12th pass +) Workers have not been promoted as Supervisors in their due quota. Ministers & administrative Secretaries of Social Welfare Department have done nothing to fill up as many as 6,418 vacancies of Anganwadi Workers and Anganwadi. Out of 918 ‘excess Helpers’, many have been engaged by Program Officers with written approval of Ministers and Directors. After working and taking honorarium regularly in the last 20-25 years, 918 Female ‘Helpers to Supervisors’ have been fired by J&K Government on 29 August 2021. They have been denied even wages of last over 3 years. If a due procedure in their engagement has been adopted, they must continue. If brazen illegalities have been noticed in their engagement, all officers and bureaucrats responsible for engaging them and paying them honorarium for 20-25 years should be made accountable. Those of them still in service, and now holding far senior positions, should be punished and the amounts of honorarium paid to these Helpers must be deducted from the salaries/pensions of the responsible officers. J&K LG, Chief Secretary and the Ministry of Women & Child Development, Government of India must hold a time-bound inquiry and resolve this issue permanently, either by adjusting the 918 Helpers against the existing 6,418 vacancies or by taking action against everyone responsible for this mess.
