Qayoom Wani Seeks Urgent Implementation of Notional Increment Orders & Clearance of Pending Dues

SRINAGAR, NOVEMBER ,20 :

The Jammu & Kashmir Civil Society Forum (JKCSF) and pensioners uniyed Front led by Chairman Mr Abdul Qayoom Wani, has called for time-bound implementation of the DoPT Order dated 14-10-2024 and the CAG Circular issued January 2025, which mandate granting a notional increment on 1 July / 1 January to employees retiring on 30 June / 31 December for pension calculation. Both orders, based on the Supreme Court ruling of 06-09-2024, make the benefit compulsory for eligible retirees who completed qualifying service with good conduct .

Despite this clarity, JKCSF noted that many J&K retirees have yet to receive the benefit, leading to delays in pension fixation.

Mr Wani also highlighted arbitrary deductions in post-commutation installments and demanded transparent calculation sheets for all pensioners.

Expressing concern over large pendency of GPF, Gratuity, and Leave Salary cases—several pending since November 2024—in Forest, PHE, and PDD , Education , Health and other departments, JKCSF urged the Government to immediately release all withheld dues.

The Forum reiterated the demand for regularization of pending Headmasters, ZEOs, Lecturers, Principals, and all daily wagers, terming it crucial for restoring administrative stability.

Wani urged upon the govt to feel the pain of poorest class of employes like contengent paid, Cooks in education deptt , Aayas in education deptt , Asha workers Awangan wadi workers and helpers who lives hand to mouth and are not given minimum wages which totally injustice with them and gross violation of labour laws . Wani appealed honble chief minister jenab Omer sahib for his personal intervention on humantarian grounds so that this poor section of society will have a sigh of relieaf

JKCSF stressed that retirees and employees “should not be made to suffer for delays that violate established rules and Supreme Court-backed orders,” calling for a special grievance redressal mechanism for pensioners.
