As per news agency Kashmir News Corner — KNC, Secretary Rural Development & Panchayati Raj, Mohammad Aijaz Asad (IAS), said the tenure marked a historic milestone as it witnessed the first full operationalisation of a robust three-tier Panchayati Raj system in J&K. Addressing the Chairpersons and Members of the District Development Councils, the Secretary said their tenure was foundational not only in governance but also in institution-building.
