The Government of Jammu and Kashmir has issued fresh instructions to clear the pendency of Annual Performance Reports (APRs) of Jammu and Kashmir Administrative Service (JKAS) officers, taking strong note of delays in their processing on the SPARROW platform.
The order has been issued vide Circular No. 07-JK(GAD) of 2026, dated March 25, 2026, and signed by Commissioner/Secretary to the Government, M. Raju, IAS as per news agency Kashmir News Corner — KNC, despite fixed timelines for submission and processing of APRs for assessment years 2023-24 and 2024-25, a significant number of reports remain pending at various levels, including officers reported upon, initiating, reviewing and accepting authorities.
The government has granted a final opportunity to complete pending APRs for the year 2023-24 by March 31, 2026, after which the reports will be closed.
For the assessment year 2024-25, fresh timelines have been set, with officers reported upon required to submit by April 7, reporting authorities by April 14, reviewing authorities by April 21, and accepting authorities by April 28, 2026, failing which the APRs will be force forwarded and closed, the circular reads.
