The Jammu and Kashmir Government has appointed 50 officers, including JKAS officers and Junior Scale JKAS officers, as Liaison Officers for the upcoming 1st International Film Festival of Jammu & Kashmir, 2026.

The appointments have been made through Government Order No. 1422-JK(GAD) of 2026, issued by the General Administration Department (GAD) on August 21, 2026, as part of the administration’s preparedness for the international film festival.

According to the government order, the appointed officers will serve as liaison officers for visiting dignitaries and delegates associated with the festival. Their duties will remain effective from September 7 to September 10, 2026.

Among the senior officers appointed for the assignment are Mohammad Rafeeg Bhat, JKAS, Deputy Director, Food, Civil Supplies and Consumer Affairs, Kashmir; Shabir Ahmad Hakak, JKAS, Deputy Director, Rural Sanitation, Kashmir; Bashir Ahmad Padder, JKAS, Assistant Commissioner Panchayat, Srinagar; Zahoor Ahmad Bhat, JKAS, Assistant Commissioner, State Taxes, Enforcement (Central), Kashmir; and Mohammad Altaf Bhat, JKAS, Collector, Lake Conservation and Management Authority (LCMA), Srinagar.

The list also includes Mirza Shahid Ali Beigh, JKAS, Deputy Director, Tribal Affairs, Kashmir; Aijaz Ahmad Shigon, JKAS, Personnel Officer in the office of the Principal Chief Conservator of Forest, J&K; Hakim Riyaz-ul-Haq, JKAS, Deputy Secretary to the Government, School Education Department; Mushtaq Ahmad Maqdoomi, JKAS, Deputy Director (Administration), Directorate of Social Welfare Kashmir; and Sakhi Mohd. Khan, JKAS, Deputy Secretary to the Government, Social Welfare Department.

The order further names officers from various departments and field establishments, including Public Works (R&B), ARI and Trainings, Handicrafts, Jal Shakti, Rural Development and Panchayati Raj, State Taxes, Sports Council, Srinagar Municipal Corporation, Cooperative Societies, Higher Education and Tribal Affairs, among others.

The appointments cover officers posted across Srinagar, Budgam, Ganderbal, Baramulla, Sopore, Tangmarg and other areas, reflecting a broad administrative arrangement for facilitating the movement and coordination of visiting dignitaries and delegates during the festival.

The government has also assigned liaison responsibilities to several Junior Scale JKAS officers, including officers serving as BDOs, STOs, Deputy Registrars, Functional Managers, Field Officers and other administrative positions. The order contains a total of 50 names, with the final group listed on page three of the government order.

The government order specifically directs all appointed officers to report to the Director, Information, J&K, Srinagar, on August 31, 2026, for briefing regarding their duties and responsibilities during the programme.

The order has been issued by the General Administration Department, Government of Jammu and Kashmir, and has been signed by M. Raju, IAS, Commissioner/Secretary to the Government.

The development comes as the J&K administration steps up preparations for hosting the 1st International Film Festival of Jammu & Kashmir, with the deployment of dedicated liaison officers aimed at ensuring coordinated arrangements and assistance for visiting dignitaries and delegates throughout the festival.

The government order has been circulated to senior administrative and police authorities, all Principal Secretaries/Commissioners/Secretaries, Deputy Commissioners, Heads of Departments and other concerned authorities for information and necessary action.
