Speaker Recalls Contributions of Dr Sheikh Mustafa Kamal, Dharam Paul and Ghulam Hassan Khan; Members Observe Two-Minute Silence
Srinagar, September 21 :
The Jammu and Kashmir Legislative Assembly on Monday began its autumn sitting in Srinagar with a solemn tribute to three former ministers and legislators who passed away recently.
The opening proceedings witnessed the Speaker making obituary references to Dr Sheikh Mustafa Kamal, Dharam Paul and Ghulam Hassan Khan, highlighting their association with public service and their contribution to legislative and political affairs.
As a mark of respect to the departed leaders, members of the House observed a two-minute silence before proceeding with the scheduled business.
QUESTION HOUR AMONG KEY ITEMS
Following the obituary proceedings, the Assembly moved ahead with its listed agenda, including Question Hour, during which members are scheduled to raise issues relating to public administration and matters concerning their respective constituencies.
The concerned ministers are expected to respond to questions placed before the House during the sitting.
The Speaker is also scheduled to announce the Panel of Chairmen as part of the day’s proceedings.
JAL JEEVAN MISSION REPORT TO BE PLACED BEFORE HOUSE
Among the significant matters listed for the autumn sitting is the tabling of a report prepared by the House Committee headed by Justice Hasnain Masoodi.
The report pertains to alleged irregularities relating to the implementation of the Jal Jeevan Mission (JJM) in Jammu and Kashmir and is scheduled to be formally laid before the House.
The presentation of the report is expected to provide the Assembly with an opportunity to take up issues concerning the implementation of the centrally sponsored water supply programme.
COOPERATIVE SOCIETIES BILL LISTED FOR INTRODUCTION
The legislative agenda also includes the introduction of a proposed Bill concerning the cooperative sector.
Javid Ahmad Dar, Minister in charge of Cooperatives, is scheduled to move the legislation seeking amendments to the Jammu and Kashmir Cooperative Societies Act, 1989.
The proposed measure also provides for repeal of the Jammu and Kashmir Self Reliant Cooperative Act, 1999, along with transitional provisions for bringing self-reliant cooperative societies under the framework of the 1989 Act.
AUTUMN SITTING CONVENED AT SRINAGAR
The autumn session has been convened following the Lieutenant Governor’s summons for the Legislative Assembly to meet at Srinagar on September 21, 2026, at 10:00 AM.
During the sitting, legislators are expected to take up a range of legislative, administrative and constituency-related matters as part of the business approved by the Assembly Secretariat.
MEDICAL, CATERING FACILITIES PUT IN PLACE
The Assembly Secretariat has made arrangements to facilitate legislators and other members attending the session.
First Aid Medical Units have been established at the Legislative Assembly Secretariat premises and at the MLAs’ Hostel in Srinagar to provide immediate medical assistance whenever required.
Tea and lunch facilities have also been arranged through JKTDC within the Assembly premises at prescribed rates.
