In a significant development, the Directorate of Food, Civil Supplies & Consumer Affairs (FCS&CA) Kashmir has issued a strict circular barring Assistant Directors from issuing transfer or suspension orders of officials in their districts. The order, dated 26-06-2025, highlights that several Assistant Directors were unlawfully exercising powers beyond their jurisdiction — including unauthorized disciplinary actions in violation of Rule-31 of the J&K Civil Service Control & Appeal Rules, 1956.
The Director FCS&CA Kashmir has now directed all concerned to cease such practices immediately and warned that any deviation will invite disciplinary action. The move has stirred debates within administrative circles, exposing alleged misuse of authority at the district level.
