CM Omar on Wednesday Announces Major Reforms in Constituency Development Fund (CDF)
- Expanded Scope:
Government approves key amendments to CDF, giving MLAs more flexibility in recommending developmental works. - Removed Spending Ceilings:
Power Development Infrastructure ceiling of ₹30 lakh removed.
Solar light installation ceiling of ₹10 lakh removed.
- PHE & Education Sectors:
MLAs can recommend purchase of mobile water tankers and household water connections.
Purchase of school vans and buses (3- or 4-wheelers) now allowed.
- Health Sector:
Purchase of wheelchairs, tricycles, and electric scooters (manual and motorized) permitted.
- Calamity Relief Provision:
One-time relaxation allowing MLAs to use up to ₹50 lakh from CDF for calamity rehabilitation (current year & 2026–27).
MLAs from non-affected areas can contribute ₹10 lakh to disaster-hit constituencies or CM Relief Fund.
- Removal of 80% Spending Rule:
The requirement for MLAs to spend 80% of funds within a financial year has been scrapped.
- New Categories Introduced:
Temporary sheds for calamity victims allowed.
Grants up to ₹3 lakh for old age homes, orphanages, shelters, and youth/sports clubs to buy essentials and sports gear.
- Housing Support:
Up to ₹20 lakh from CDF can assist economically weaker sections, including drivers and BPL families, for housing upgrades (on PMAY model).
