Aim of programme was to give orientation to young officers regarding nuances of investigation: DGP

The five-day joint training programme on Capacity Building of Jammu and Kashmir Police with National Investigation Agency (NIA) concluded on Friday at Police Headquarters, Srinagar.
Justice Ali Mohammd Magrey of High Court of Jammu Kashmir and Ladakh was the Chief Guest at the valedictory function.
According to a statement issued to the news agency—Kashmir News Observer (KNO), Director General of Police (DGP) Dilbag Singh, Principal District & Session Judge Srinagar Mohammad Akram Chowdhary, ADGsP, M.K Sinha, Danesh Rana, Sunil Kumar, IGP CIV PHQ Alok Kumar, DIG NIA S. Kaliraj Mahesh, Joint Registrar Judicial Srinagar Abdul Bari, SP NIA, Jammu Rakesh Balwal, SSP Budgam Tahir Salim Khan, all AIsG of PHQ, investigating officers from CID and executive wing of J&K Police attended the valedictory function.
Addressing the participants, Justice Ali Mohammad Margrey said that he was glad to attend this programme of J&K Police officers and added that he has seen the working of the J&K Police and its officers closely.
He said the J&K Police organisation is not only maintaining law & order in these difficult times from the last three decades but protecting the people of Jammu and Kashmir.
He said that J&K Police has ensured peace, brotherhood amongst all the people living in this beautiful place. He said that J&K Police has proved effective in dealing with difficult situations because of the talented officers and officials.
He advised the IOs to be very cautious while investigating different cases and added that dedicated investigation ends in the conviction of a criminal in the court of law. He impressed upon the participants to use knowledge, technique, and evidence to deliver as police is the first responder of a complainant or crime.
The trainings undertaken by the police with the use of technology and gadgets will help in ensuring criminal cases including UAPA to meet a logical end, he added. He said that full coordination and cooperation between prosecution and investigation officers is very important.
He appreciated the efforts of the Police headquarters under the guidance of DGP for organizing the training for the IOs with the help of NIA, which will go a long way to enhance knowledge in investigation.
DGP in his welcome address said that it was an honour to have Justice Ali Muhammad Magrey as chief guest and Principal District & Session Judge Srinagar Mohammad Akram Chowdhary as guest of honour in the function. He extended his gratitude to the officers of NIA.
He said that he is sure that this five days journey of learning would prove very fruitful and useful for the trainees. He said that “with the kind cooperation of DG NIA, we have been able to organize the 2nd course on investigation of special crimes, especially UAPA cases, within two month.”
He said more such programmes would be organized in Jammu also.
Singh said that most of the areas which are very important for the investigation have been covered during the training programme and added that presentations by the NIA officers were absolutely relevant and essential for the officers of J&K Police who would be now investigating special crime cases.
The focus was to give an orientation to the young officers so that they could learn the nuances of investigation, he added. He said that this training programme would be very beneficial for both the gazetted officers as well as for the PSIs and investigating officers.
The DGP said that during these two programmes around 210 officers were trained with the special investigation skills and added that this is a sizeable number to deal with the kind of workload the JK Police has in the form of militant cases.
He advised the trainee officers that whatever they have learned during the training programme has to be carried forward for the larger interest of the organization.
ADGP (Coordination) PHQ Danesh Rana in his valedictory report extended his gratitude to the chief guest and guest of honor for gracing the occasion. He also extended his gratitude to the DGP J&K for being the chief patron of this whole concept of capacity building and training programme. He appreciated the DIG NIA and all the faculty members of NIA for being very cooperative with JK Police.
The ADGP said that Jammu and Kashmir Police has been fighting the militancy very effectively for the last over three decades and to break the terror structure it was very imperative to enhance the investigation skill of JKP officers in the terror related cases. He said that feedback of the last course has been encouraging and everybody has got enriched with the special investigation knowledge.
He said that we are not only trying to train our officers but the idea is also to have our own resource persons who can further disseminate this knowledge so that we will be able to organize our own courses in future. He said that we are trying to increase our capability as far as UAPA cases are concerned and added that conviction under UAPA is going to increase especially in cases in due course of time.
DIG NIA S. Kaliraj Mahesh in his speech said that the programme was organised professionally and hoped that the officers of J&K Police would definitely benefit from this capacity building initiative.
AIG Training and Policy PHQ J. S. Johar in his welcome address highlighted the aims of the training Programme.
Pertinent to mention that 110 officers including 03 SsP, 19 DySsP, 10 Senior Prosecuting officers, 26 Inspectors and 52 PSIs of J&K Police participated in 2nd phase of capacity building training programme which started from 23rd of this month. The training programme covered issues on the important provisions of IPC, CrPC and Evidence Act in relation to UAPA especially electronic evidence, importance of proper documentation in investigations, scene of crime management, Court craft, intelligence collection and DOs and Don’ts during investigation. Earlier a week-long training programme of the same kind was organized from 12th to 17th last month in which about hundred investigating officers participated.
The training programme was conducted on behalf of J&K Police by the AIG (Training/Policy) J. S. Johar. At the closing ceremony mementoes were presented to the officers.
ASP Kulgam Zulfikar while presenting the vote of thanks on behalf of all participants extended gratitude to the chief guest, guest of honour, DGP J&K, Police Headquarters and NIA for organising the successful capacity building programme.
The officers from NIA including DIG, S. Kaliraj Mahesh, SP Vishal Garg, SP Shankar B Raimedhi, SP Dinesh Gupta, Sr. PP Arjun Amblapatta, Sr. PP Kanchan, Scientific Expert , Dr. V. S Baswani, FPE Anil Kumar Sharma, Inspr, Rajesh Kumar, and Inspr. S. K. Tyagi, imparted the training to the J&K Police investigating officers.
