The Directorate of School Education Kashmir (DSEK) has reiterated that Drawing and Disbursing Officers (DDOs) are not authorised to carry out transfers or exercise administrative powers beyond their financial mandate.

As per an order issued by the Director School Education Kashmir, a copy accessed by news agency Kashmir News Corner—(KNC), the department has observed that several officers entrusted only with DDO responsibilities have been issuing transfer orders and taking administrative decisions without proper authority.

The order states that officers holding DDO charge in an additional capacity must restrict themselves strictly to financial functions, including drawing and disbursing salaries and handling other sanctioned monetary matters. They have been clearly directed not to exercise administrative powers, especially those related to staff transfers.

DSEK has cautioned that any deviation from these instructions will be viewed seriously and may lead to disciplinary action under the relevant service rules. (KNC)
