Lieutenant Governor J&K, Manoj Sinha on Wednesday said that existing land laws in the UT were “regressive” which were needed mandatory reforms to make them people-friendly.
“The existing land laws in J&K were regressive and unfavorable to people. There was a need to reform these laws which are however underway”, the LG Sinha as per KNS told reporters here on the sidelines of an event.
LG said that there was a need to reform these laws and the process in this regard has been taken up. “The government took up digitization of land records of the UT. Further issues have been taken into account which are underway”, the LG said.
He said these reforms were necessary for the betterment of coming generations and to ensure a peaceful atmosphere in the UT. “People of J&K will live a peaceful life only after these reforms are done”, the LG added.
On Tuesday, the J&K administration notified that all the outgoing lessees, except in the case of subsisting/expired leases for residential purposes, shall immediately handover the possession of the land taken on lease to the government, failing which the outgoing lessee shall be evicted.
According to The Jammu & Kashmir Land Grant Rules-2022 notified by the Revenue Department, all the outgoing lessees (except in the case of subsisting/expired leases for residential purposes) shall immediately handover the possession of the land taken on lease to the government, failing which the outgoing lessee shall be evicted as per the provisions of public premises (eviction of un-authorized occupant) Act, 1988.
The Rules, however, state that the outgoing lessees shall, however be paid for any improvement carried out or structure constructed thereon at the value assessed as provided under Sub-Rule (xi) of Rule 13 provided that the lessee has not violated any of the conditions of the lease. KNS
