Principal District and Sessions Judge Bandipora Mohammad Ibrahim Wani on Thursday chaired the first ever coordination meeting of various stakeholders of justice delivery system in the Bandipora district with an aim to discuss the ways and means for rendering of timely justice to the litigants, infrastructure and other issues faced by the Judicial institution in district Bandipora.

The meeting was attended by Deputy Commissioner Bandipora Dr Owais Ahmad, Senior Superintendent of Police Mohammad Zahid, Chief Judicial Magistrate Abdul Qayoom, Secretary District Legal Services Authority Fariqa Nazir, Executive Engineer Police Housing Corporation, Abdul Rashid, Executive Engineer R&B Bandipora Ab Qayoom, Executive Engineer Gurez Nazir Ahmad Shah and other senior officers of the district.

The meeting was held in the backdrop of the directions of the Chief Justice High Court of J&K and Ladakh to all the Districts of J&K and Ladakh to have periodical Coordination Meetings at the end of each quarter to discuss issues concerning ways and means for effective, efficient and timely rendering of justice to the litigants, the infrastructural and other difficulties or issues faced by the judicial institutions at all levels in the District.

The meeting discussed threadbare the issues that hinder the timely justice to the people besides various infrastructural issues to the judicial institutions.
It was revealed that the new Court complex is being constructed by J&K Police Housing Corporation at a cost of Rs 41.91 crore and work is in progress at full swing.

DC Bandipora informed that the new court complex is coming up with modern facilities including a three-storey court building, lawyer’s chambers, library, residential quarters and other modern facilities. It was stated that so far as the work identified for execution in the district court complex is concerned, the authorisation stands already issued and Executive Engineer R&B was asked to put the works to tender and execute the same on priority basis.

PD&S Judge impressed upon the executing agency to speed up work on the project and ensure that it is completed within stipulated time frame. The meeting also held a detailed discussion regarding the status of Munsif Court Complex Sumbal ,& Gurez also.
Regarding Munsiff Court Complex Sumbal, it was given out that the existing ground floor and part of work in the first floor has been completed by Irrigation and flood control Sumbal and detailed estimate for first floor stands prepared. Exxen I&FC Sumbal was asked to submit a detailed report of the first floor including expenditure incurred so far.

Meeting was further informed that land has been identified for the construction of District Jail at Asham and DPR has been prepared and is being submitted to the Home Department for further action. SSP Bandipora was asked to take up the matter with DG Prisons for getting the DPR approved at earliest. The deficiency of staff in the juvenile justice board was also discussed and DC Bandipora agreed to provide two NYC workers for the Board.

Regarding waste management the PD&S Judge directed CEO Municipal Council Bandipora to furnish detailed report in light of steps already taken and the steps to be taken here to after. CEO was asked to ensure that the waste doesn’t flow into wullar lake or any other water body.
He emphasised upon the participants for streamlining the coordination between the Courts and other stakeholders for developing and improving the judicial system and urged them to render their valuable assistance pertaining to justice delivery system besides judicial infrastructure matters.
