Srinagar, Sep 05 :

The Health and Medical Education Department has constituted a committee to conduct detailed enquiry into the liabilities created in Government Medical College Srinagar and its Associated Hospitals till March 2019.

The inquiry will be aimed at finding procurement of hospital supplies, medicines, materials, drugs, instruments, machinery etc.

As per the news agency—Kashmir News Observer (KNO) Director Coordination, new GMC’s J&K will be chairman of the committee and Deputy Secretary (s) Health and Medical Education Department, Chief Accounts officer, GMC, Srinagar and Assistant Law Officer, Health and Medical Education Department will be members of the committee.

The Terms of Reference (TOR) for the committee as per order shall be to find whether the funds for the purpose were available at the time of placement of supply orders, liability incurred date/institute-wise, whether the supplies as per actual requisition from the HOD have been actually received/ utilized, whether the procurement has been made after following the required codal formalities/ rules including tendering and sanction to purchase as per the delegation of financial powers, reasons of non-payment to the suppliers, why the procurement was made outside the ambit of JKMSCL and officers responsible for the procurement.

“The committee shall submit its findings and the recommendations within a period of 30 days from the date of issue of this order,” reads the order—(KNO)
