Notwithstanding the pitiable condition of high qualified professionals working as CIC Operators in Rural Development Department (RDD), Jammu and Kashmir Civil Society Forum has taken a dig on the authorities for not regularizing these professionals when all the eligibilities and formalities are compatible and complete. Chairman Forum Abdul Qayoom Wani in a statement said here that these CIC Operators were not any backdoor appointees but recruited through proper recruitment procedure in the year 2004 through District Level Recruitment Committee headed by concerned Deputy Commissioners and since then they have been continuously working in Department of Rural Development Panchayati Raj, J&K on contractual basis on an amount of Rs 10,000 as monthly salary, which is only a meager amount during these sky-high market inflation times.
“These CIC Operators are highly qualified professionals bearing M.Tech, MCA, M.Sc.IT, B.E & B.Tech Degrees, handling efficiently more than 26 web portals on daily basis of Department of Rural Development & Panchayati Raj. Besides all other office assignments viz-a-viz elections, establishment, accounts, works etc. at Block/District/Directorate/Secretariat level, thereby keep up the status of the official machinery functional round the clock. And then ignoring their genuine demands for regularization and other perks is sheer injustice” Wani said
Referring to govt orders, the Forum said, that In the year 2014, Jammu & Kashmir Government passed Cabinet order to formulate a proposal for the regularizations of CIC Operators of RDD. In the year 2016, Government through a cabinet decision created 172 posts of Data Entry Operators for regularization of CIC Operators vide Order No. 320-RD & PR of 2016 dated14.12.2016. then in 2017, the Empowered Committee of J&K Government headed by Principal Secretary, Department of Finance cleared their regularization cases one by one for regularization under J&K Civil Services (Special Provision) Act 2010 in its two meetings viz. 58th Meeting dated 22.03.2017 & 60th Meeting dated 12-10-2017 and also communicated their recommendations to Rural Development Department for issuance of formal regularization order, while as CIC Operators regularization case has also got clearance from Department of Law, Justice and Parliamentary Affairs, J&K and Advocate General of J&K .However no regularization was done on ground. The Forum statement mentioned
GAD, the Forum said, has directed Finance Department in 2019 to consider their regularization and in 2021 GAD proposed that regularization of CIC operators would be settled by new establishment cum selection committee but nothing substantial is in sight yet.
Jammu and Kashmir Civil Society Forum has urged upon the govt to take the regularization of CIC operators on priority without any further delay, so that justice is done with these qualified professionals who have been recruited years before and have been rendering effective services in their concerned areas of fields.
