Jammu & Kashmir Civil Society Forum (JKCSF), under the chairmanship of Mr Abdul Qayoom Wani, expresses deep anguish and strong condemnation over the latest order issued by the Office of the Chief Education Officer Poonch, directing teachers and heads of institutions to nominate Nodal Officers for Stray Dog Management.
This shocking directive has hurt the dignity of thousands of teachers across J&K, and JKCSF views this as the most unfortunate and unacceptable misuse of the teaching community.
It is distressing that instead of strengthening academic standards, improving infrastructure, or addressing pressing educational challenges, the administration is now assigning teachers duties that have absolutely no connection with teaching, pedagogy, or academic development. Teachers are nation-builders, not dog-catchers or coordinators for stray dog monitoring.
Mr Wani stated that “If teachers are burdened with irrelevant, humiliating, and non-academic tasks, how can we expect quality education in our schools? This order reflects poor administrative prioritisation and complete insensitivity towards the teaching fraternity.”
He further added that departments such as Municipalities, Animal Husbandry, Local Bodies, and Rural Development already have established manpower, professional mechanisms, and trained staff to handle such issues. Diverting teachers to such duties is not only unjustified but demonstrates a serious administrative lapse.
JKCSF demands immediate withdrawal of the order and urges the authorities to stop issuing directives that undermine the professional dignity of teachers.
Teachers must be allowed to focus on their primary and sacred duty—teaching our children and shaping their future. Burdening them with extraneous duties not only disrupts academics but also demoralizes the entire teaching community.
JKCSF also appeals to the Lieutenant Governor’s Administration and the School Education Department to take cognizance of this matter, initiate corrective action, and ensure that teachers are not assigned duties outside their professional domain.
“The dignity of teachers is non-negotiable,” Mr Wani emphasized.
JKCSF stands firmly with the teaching fraternity and will continue to raise its voice against such arbitrary and disrespectful directives.
