The School Education Department on Friday said that its officers at subordinate and district head offices were not projecting the cases of employees who are remaining un-authorizedly absent from their legitimate duties.

The Director of School Education Kashmir (DSEK) has said that these officers were not forwarding or projecting such a case with the department.

In an circular issued by the DSEK on Friday, a copy of which lies with the news agency—Kashmir News Observer (KNO) said, “It has come to the notice of DSEK that sub-ordinate and District head offices are not forwarding or projecting the case of employees who are remaining un-authorizedly absent from their legitimate duties to avoid disciplinary proceedings against these officials.”

DSEK in this context directed all the Drawing and Disbursing Officers (DDOs) , district head officers to project the cases of such employees in light of standing instructions and guidance conveyed by DSEK from time to time so that disciplinary proceedings are initiated against these officials in terms of relevant rules available on the subject.

“The information on the prescribed format, along-with all requisite documents shall be submitted on monthly basis and in-case no such case is reported during the month ‘Nil’ information be submitted,” it reads.

DSEK said, “Non-compliance shall be viewed seriously and the concerned Drawing and Disbursing Officer and Chief Education Officers (CEOs) shall be held responsible and proceedings as warranted under J&K CCA Rules 1956 shall be initiated against the erring officers.”

Earlier in December-2021, the government had asked the Director of School Education Kashmir (DSEK) to furnish the list of its teaching and non-teaching employees that have turned to be the ‘deadwood’ for the department.

Principal Secretary of School Education Department, B K Singh in an official communiqué issued to the DSEK has said, “The Department of Education has huge number of employees and many of them are not performing their duties to the level of expectations and desired results leading to large drop out and lower outcomes.”—(KNO)
