After the displeasure of the contractors and suppliers over the collection of bills in the treasuries by the government till 1 o’clock on March 29, the finance department has issued circular for the receipt of bills to the treasuries for 2 hours on Friday, March 31 in the morning.
Director. General Accounts and Treasuries Mahesh Das had issued an circular on March 23, in which it was said that in view of the end of the financial year, the bills would be received from the treasuries only by 1 pm on March 29.
Contractors termed the order as a decree, Tughlaq claimed that the bills of hundreds of contractors, worth crores, were kept pending due to lack of time, which would slow down the pace of construction and delay the payment of dues to the builders.
After this order was protested by suppliers and contractors, the Director General of Accounts and Treasuries Department Mahesh Das issued another circular on Thursday, which said that the JK Pays system will be used for receipt of bills in treasuries from 9 am to 11 am on March 31, 2023.
It was said that the disbursing and disbursing officers will receive all the bills, following the complete codal formalities and if there is any lapse in the same, it will be their responsibility.
“Hard copies of the bills will be submitted to the respective treasuries”He said
The circular further states that the treasury officers will receive the claims of the disbursing officers within the stipulated time after completion of all the formalities and will deposit these bills in the concerned directorate by 1 pm, whereas the concerned directorate will be submitted to the Directorate of Accounts General by 1:30 PM.
General Secretary of Central Contractors Coordination Committee(JKCCCC)Farooq Ahmed Dar said that the deadline should be extended till 4 PM.۔He said that he had already spoke with DGAT on this issue.
