The Jammu and Kashmir government has constituted a committee for resolving the issue of land for relocation of Government Medical College (GMC) Handwara.

As per an order issued by the General Administration Department, a copy of which lies with the news agency—Kashmir News Observer (KNO), Divisional Commissioner Kashmir has been appointed as the Chairman of the committee.

The members of the committee include Deputy Commissioner Kupwara, Engineer in Chief (secretary technical) PW (R&B) Department, Principal Government Medical College, Director Coordination, New Government Medical Colleges, Director Agriculture Kashmir, Chief Engineer, Irrigation and Flood Control Kashmir, Chief Engineer PW (R&B) Department North, Registrar SKUAST Kashmir, Assistant Commissioner Revenue Kupwara and Superintendent Engineer, PDD/Jal Shakti.

The committee has been asked to ascertain the feasibility of new sites identified by the Deputy Commissioner, Kupwara for construction of GMC Handwara and Nursing College (in co-location) under the CSS.

It will also analyze the safety parameters of the site based on the past learnings and empirical data especially with regard to soil strata, gradient, highest flood levels etc, to look into the availability of utilities like water, road connectivity, power supply etc. or else developmental cost on these aspects, to look into the availability of encumbrance free land, land type and exact quantum of land that could be made available for the project.

The committee has been asked to ensure issuance of necessary NOCs/clearances from the departments like Forest, Agriculture, SKUAST (K) and others as are prerequisites for facilitating the land transfer and also to estimate the actual requirement of land as per the NMC norms (min. 200 kanal) and additional land in vicinity for future expansion.

“The Committee can co-opt any member, deemed fit, for the purpose and the Committee shall submit its report along-with specific findings/ observations & recommendations within 15 days from the date of issuance of this order,” reads the order—(KNO)
