Candidates have alleged that Government Administration Department (GAD) is delaying the appointment process of the notifications because they were advertised before the abrogation of article 370.
While talking to CNS, candidates said that It has been four long months since they have submitted Verification Rolls and GAD is yet to come out with its official stand and is thus in violation of the purpose of Government Order No. 528JK (GAD) of 2021 dated: 21.06.2021 pertaining to time bound CID Verification and subsequent issuance of appointment orders.”
The candidates had applied for the post of Scale Stenographer, GAD Steno typist, Information Department.
Talking about posts they added that it provides for right to social and economic justice and empowerment. Candidates invested time and money, worked their fingers to the bones, qualified exams, had been uncomplaining for the delay caused by JKSSB are now being denied empowerment.”
“I had qualified for the post of Junior scale stenographer, GAD, under notification No. 01 of 2017. I have submitted my Verification rolls in the last week of September but since then there has been no development with regard to our appointment. I have also qualified for the post of steno typist in Information department, Kashmir division under the same notification but unfortunately even after the selection list has been forwarded to Principal secretary Information two months back there has been no development whatsoever”, candidates, wishing anonymity said
They further added that there are hundreds of such candidates facing the trauma and are perplexed as to why the Government is delaying the process when the pre – and post abrogation selection processes are identical.
“There is something fishy about the whole issue , ” he said , adding that the government is working against its own order by delaying the appointment orders .
According to the Jammu and Kashmir reorganization , the Law Department has issued an opinion under order number LD ( OPN ) 2020 / 123 – GAD , dated August 23 , 2020 , stating that the J & K Civil Decentralization Services and Recruitment Act 2010 shall remain in effect in the UT of Jammu and Kashmir and that the recent constitutional changes shall have no bearing on the current selection or recruitment process . ” It is hereby ordered that the recruitment agencies / appointing authorities take the following action in respect of vacancies already refereed / adv under JK special recruitment rules 2015 ( where the selection has been completed but the appointing authority has not issued the final appointment Administrative order , ” Council Decision Number 78/12/2020 , dated June 15 , 2020 , states .
The order further states appointing authority must also follow the JK probationary / condition of serv ice ( pay and allowances ) and tenure fixation rules 2020 , which were released by the government of Jammu and Kashmir on June 19 , 2020 .
The candidates said that more than 500 positions , including Assistant Professor English Higher Education Assistant in Departments , Professor Music , Assistant Storekeeper ( FCS & CA ) , Junior Scale Stenographer in the Law and Parliamentary Affairs Department , Junior Assistant in Youth Services , and Sports , and Junior Scale Stenographer in Industry and Commerce , and Inspector pots in the Department of Finance , were filled despite the fact that they had the same status . “
“This does not traumatize one single candidate only but hundreds of other candidates who have legitimately qualified for their posts.”
Adding all these selections lists are available on official website of JKSSB and JKPSC. Unfortunately the delay/cancellation of appointment would surely bring about a thunderous legal fight which would be nothing but a discourtesy to the democratic foundations of our country.
“At least those Selections should be blessed with appointment orders for joining within the shortest stipulated time to overcome the Burden of Unemployment & help the deserving candidates to get absorbed in Govt. Services after passing crucial phases of selection processes”, Qualifiers said.
While stating that they are eagerly waiting to serve the Union Territory, the candidates appealed to the LG Manoj Sinha to look into the matter so that the appointment orders are issued in their favour.
“We have explored all other options like governor grievance cell, registering complaints in GAD prior to talking to media”,they said.(CNS)
