The National Investigation Agency (NIA) on Thursday filed a voluminous 7,500-page chargesheet against 10 accused persons in connection with the deadly car bomb explosion near Delhi’s historic Red Fort that claimed 11 lives and left several others injured.

According to the NIA, the blast occurred on November 10, 2025, and was carried out using a high-intensity Vehicle-Borne Improvised Explosive Device (VBIED). The explosion also caused significant damage to nearby public property and infrastructure.

In a statement issued to KNC, the agency said the chargesheet was filed before the Special NIA Court at Patiala House Courts in New Delhi. The accused have been booked under various provisions of the Unlawful Activities (Prevention) Act (UAPA), Bharatiya Nyaya Sanhita (BNS), Explosive Substances Act, Arms Act, and the Prevention of Damage to Public Property Act.

The NIA said all the accused were allegedly associated with Ansar Ghazwat-ul-Hind (AGuH), an affiliate of Al-Qaida in the Indian Subcontinent (AQIS), which was declared a terrorist organisation by the Ministry of Home Affairs in 2018.

The accused named in the chargesheet are Aamir Rashid Mir, Jasir Bilal Wani, Dr. Muzamil Shakeel, Dr. Adeel Ahmed Rather, Dr. Shaheen Saeed, Mufti Irfan Ahmad Wagay, Soyab, Dr. Bilal Naseer Malla and Yasir Ahmad Dar. Proceedings against the alleged mastermind, Dr. Umer Un Nabi of Pulwama, who died in the blast, are proposed to be abated.

The agency said Dr. Umer, a former Assistant Professor at Al-Falah University in Faridabad, Haryana, was identified through DNA fingerprint analysis conducted during the investigation.

According to the NIA, the investigation uncovered a larger terror conspiracy spanning Jammu & Kashmir, Delhi, Haryana, Uttar Pradesh, Maharashtra and Gujarat. The chargesheet comprises 588 witness statements, around 400 documentary records and more than 200 seized material exhibits.

Investigators said some of the accused, including medical professionals, were allegedly radicalised and influenced by extremist ideology linked to AQIS and AGuH. The probe further revealed that the group had allegedly regrouped under the name “AGuH Interim” after a failed attempt to reach Afghanistan through Turkey.

The outfit had allegedly launched a covert campaign titled “Operation Heavenly Hind” aimed at targeting security establishments and destabilising the country.

The NIA further alleged that the accused had recruited new members, circulated extremist propaganda, stockpiled arms and ammunition, and manufactured Improvised Explosive Devices (IEDs) using commercially available chemicals.

Investigators identified the explosive substance used in the Red Fort blast as Triacetone Triperoxide (TATP), which was allegedly prepared during clandestine experiments conducted by the accused.

The agency also claimed that the accused had illegally procured prohibited weapons, including AK-47 rifles, Krinkov rifles and pistols along with live ammunition. They were also allegedly experimenting with drone-mounted and rocket-based IEDs intended for attacks on security installations in Jammu & Kashmir and other parts of the country.

According to the NIA, the accused had procured specialised laboratory equipment, electronic circuits and explosive-related components through both online and offline sources.

Officials said the terror network was planning to expand its activities to other parts of India, but the conspiracy was foiled following coordinated raids and arrests carried out by the agency.

So far, 11 accused have been arrested in the case, while further investigation is underway to trace other absconding suspects linked to the conspiracy, the statement added. (KNC)
