If the Education Department failed to issue orders regarding regularization, the Association will hold a strong protest at Press Club, Jammu on 20 January, 2023

Today, on 28th of December, 2022, J&K School Education officers (Retired & In-service) Association held a press conference at Press Club Jammu in order to brief the media (both electronic and Print) regarding the long pending issue of regularization of Incharge Headmasters, Incharge Zonal Education Officers and Incharge Principals. Addressing the media fraternity, Chairman Jammu and Kashmir Civil Society Forum, Chief Patron Jammu and Kashmir School (Inservice and Retired) Officers Association and former President EJAC Abdul Qayoom Wani expressed serious concern over the delaying tactics adopted by the School Education Department repeatedly asking for already submitted documents with authentic proofs and receipt had made this process time consuming which had badly effected financial position of officials besides putting them in mental trauma. Wani further added that there are more than 8000 Incharge gazetted officers out of which more than 4000 have attained their superannuation and 900 have expired without confirmation/ regularization whereas hundreds are going to retire in near future in their own pay scale and grade. He informed that the regularization of Incharge Headmasters is pending since 2011 and ZEOs and Principals since 2008, 2006. The Govt. has issued orders (1) vide Govt. Order No, 707-Edu of 2018 dated 25/05/2018 and (2) Govt. Order No.: – 114- GAD of 2019 dated 23/01/2019 for backlog and fresh in respect of each I/c gazette cadre without referring to JKPSC/ DPC for one time exemption of the officers for regularization but no regularization of I/c Headmasters, I/c ZEOs and I/c Principals has been made so far.

It is worthwhile to mention here that the administrative department of School Education in Civil Secretariat initiated the process of regularization in 2017, 2018, 2020 & 2021. Though all the formalities were completed in this regard but Departmental Promotion Committees (DPCs) were never conducted for regularization. In addition to it, a delegation of School Education Officers’ Association submitted a number of representations to His Excellency, Lt. Governor, Shri Manoj Sinha Ji putting forth the demand of their regularization but despite instructions issued from the Lt. Governor’s office Raj Bhawan, Jammu, the gazetted cadre has not been regularized so far. Wani said that after meeting with newly Principal Secretary, Education Department, Jenab Alok Kumar and Special Secretary, School Education, Jenab Naseer Sahib, a ray of hope has emerged within the fraternity after their assurance of resolving the issue in a time bound manner but dead line is over now and same delay and time-consuming process is repeated. The Association has now once again appealed to the Principal Secretary School Education Department to fix the date of DPC for regularization of Incharge gazette cadre at an earliest so as to avoid any further harassment to the cadre as their dues are pending since long. If the Education Department failed to issue orders regarding regularization, the Association will hold a strong protest at Press Club, Jammu on 20 January, 2023 and the whole responsibility shall lie on the higher authorities of School Education Department.
