Anti-Corruption Bureau (ACB) on Friday said to have registered a formal case against the then revenue officers of Nagrota and others for facilitating illegal transfer of a big chunk of State land in favour of the land grabbers.
A spokesman in a statement issued here ,said that “ACB Jammu registered a formal case FIR No. 07/2025 u/s 5(1)(d) r/w Sec. 5(2), J&K PC Act, Svt. 2006 & Sec. 120-B, 420, 467, 468, 471, RPC at P/S ACB Jammu against (1) Riaz Ahmed, the then Patwari Nagrota, 2) Rajesh Kumar Thakur, the then Tehsildar Nagrota, 3) Nissar Ahmed Shad, then Tehsildar Nagrota, the beneficiaries and others, for facilitating illegal transfer of a big chunk of State land in favour of the land grabbers and the beneficiaries by abusing their official positions.”
“During the course of verification, it surfaced that an inheritance mutation No. 624 dated 25.07.2017 of the land measuring 04 kanals under Khasra No. 899 min of village Panjgrain was mutated in favour of Sudarshan Singh & Raghbir Singh sons of late Krishan Singh and Bidhya Devi in equal shares, despite the fact that mutation No. 527 dated 06.11.2008 of the said land was without signatures of Patwari concerned and was attested in favour of said Krishan Singh in violation of the provisions of Govt. Order No. LB-6/C of 1958 and S-432 of 1966 when mutation No. 527 was already attested by the then Tehsildar Nagrota under Roshni Act on 06-11-2008. The mutation in question does not exist in the revenue record.”
As per Jamabandi of 1969-70 of village Panjgrain, the land in question was recorded as State land with kind of soil as Gair Mumkin Jaar, whereas the entries of the beneficiaries have not been found recorded since 1957-58 in the said Jamabandi, which is one of the requisite conditions as per the provisions of Govt. Order No. LB-6/C of 1958 and S-432 of 1966. Moreover, the kind of soil was also Gair Mumkin Jaar, which is not covered under Govt. Order No. S-432 of 1966, the statement reads.
“Another mutation No. 533/1 dated 05-11-2009 of village Panjgrain Tehsil Nagrota of land has been inserted in between mutation No. 533 and mutation No. 534 by the then Patwari Riaz Ahmed with no page number besides the said mutation was attested without any reference of allotment order and also without the signatures of the then Patwari.”
It has also been found that a mutation No. 1374 dtd. 29.01.2016 was attested under Sehat Indraj Girdawari by then Tehsildar Nagrota, namely, Nissar Ahmed Shad on the custodian land, which was allotted to one Bidyawanti as per Jamabandi 1959-60, after the removal of the name of allottee without any approval or order from Custodian Department & without proper verification of record and in violation of law/rules occupying the field,” reads the statement, adding that further investigation is going on.
