Departmental inquiry ordered; three SPOs attached to DPL Jammu
JAMMU, SEPTEMBER 10:
The Jammu and Kashmir Police has placed a Police Sub-Inspector and a Constable under suspension in connection with the death of Uttam Chand, a resident of Rakh, who died after becoming unconscious at the Border Police Post (BPP) Chakroi in the RS Pura area.
According to an order issued by the Senior Superintendent of Police, Jammu, the action has been taken pending an inquiry into the incident initiated vide DDR No. 35 dated September 9, 2026, at Police Station RS Pura.
As per the order, PSI Vikram Choudhary, Incharge BPP Chakroi, and Constable Rinku Kumar (Belt No. 1650/J) have been placed under suspension with immediate effect.
Both officials have been directed to report to District Police Lines (DPL) Jammu and deposit their uniform articles in the DPL store. They will, however, be entitled to subsistence allowance as admissible under rules.
The SP Rural, Jammu has been directed to conduct a departmental inquiry against the suspended officials and submit the findings to the District Police Office (DPO) Jammu at the earliest for further action.
Three SPOs attached from Chakroi post
The order further directs a preliminary inquiry into the conduct of three SPOs—Rajesh Choudhary (1848/SPO), Ashwani Kumar (2038/SPO) and Manpreet Singh (1951/SPO)—in connection with the incident.
The three SPOs have been attached from BPP Chakroi to DPL Jammu with immediate effect.
The inquiry has been allotted Departmental Enquiry (D.E.) No. 76/2026.
The action comes amid protests by the family and local residents following Uttam Chand’s death. Police have maintained that Chand became unconscious at the police post and was subsequently shifted to hospital, while his family and locals have raised allegations of custodial wrongdoing and demanded a fair and impartial investigation.
The police authorities have also ordered inquiries into the circumstances surrounding the death, with officials stating that appropriate action will follow if any wrongdoing or lapse is established during the investigation.(KNC)
