New Order Supersedes 2025 Instructions; Relief Revised for Police, Defence Personnel, Government Employees, Civilians and Property Damage

SRINAGAR, AUGUST 11 :

The Jammu and Kashmir Government has notified a consolidated set of instructions governing the sanction and payment of ex-gratia relief under Security Related Expenditure (SRE), revising compensation provisions for police personnel, defence and Central Armed Police Forces, government employees, civilians and damage to property.

The revised provisions have been issued vide Government Order No. 1387-JK(GAD) of 2026 dated August 10, 2026, and supersede Government Order No. 1716-JK(GAD) of 2025 dated December 3, 2025.

According to the order, an ex-gratia of ₹7 lakh will be payable for the death of police personnel under the Police Welfare Fund, while an additional ₹5 lakh will be provided from the J&K Government State Budget.

For the death of Special Police Officers (SPOs), an ex-gratia amount of ₹5 lakh has been prescribed, while ₹2 lakh will be payable in cases involving the death of ex-servicemen.

For police personnel suffering permanent disability, an ex-gratia of ₹75,000 has been prescribed, with provisions also made for cases of partial disability.

₹25 Lakh Relief for Domicile Defence Personnel

For Defence Personnel and Central Armed Police Forces, the government has prescribed ₹25 lakh for the death of a domicile killed within the Union Territory of Jammu and Kashmir in a militancy-related incident.

An ex-gratia of ₹25 lakh will also be payable for a domicile killed in a militancy-related incident outside J&K, while ₹5 lakh has been prescribed for non-domiciles killed in J&K.

The order also provides relief in cases involving permanent and partial disability of defence and paramilitary personnel, as per the notified provisions.

Relief for Government Employees

For government employees other than police personnel, the revised order provides ₹2 lakh for the death of a magistrate and ₹1 lakh for the death of other government employees.

An amount of ₹75,000 has been prescribed for permanent disability, while ₹5,000 will be payable for serious injuries involving hospitalisation for more than 24 hours.

For hospitalisation of less than 24 hours, an amount of ₹1,000 has been prescribed, while ₹500 will be payable for minor injuries requiring only first aid.

The order clarifies that ex-gratia relief to government employees will be admissible only when the death, disability or injury occurs as a consequence of, or during the performance of, official duties.

Civilian Victims Also Covered

For civilians, the order provides ₹1 lakh for death, including ₹1 lakh for death in shelling incidents along the LoC.

An amount of ₹75,000 has been prescribed for surrendered militants, while ₹1 lakh will be payable in cases involving the death of militants-turned-informers.

For injuries, ₹5,000 will be payable for permanent serious injury involving hospitalisation for more than 24 hours, ₹1,000 for hospitalisation of less than 24 hours and ₹500 for minor injuries requiring only first aid.

The government has clarified that civilian ex-gratia relief will be admissible only to persons who were killed, disabled or injured innocently and who were not directly or indirectly involved in actual violence or its instigation.

Up to ₹10 Lakh Relief for Property Damage

For damage to immovable and movable property caused by counter-terrorist activities, relief will be subject to an overall ceiling of ₹10 lakh per case.

Of this, ₹7 lakh may be provided for damage to immovable property and ₹3 lakh for movable property, or the actual assessed loss, whichever is less, subject to verification by the District Screening Committee.

For property damage caused by shelling or firing from across the border along the IB/LoC, relief will be provided at 50 percent of the assessed loss, subject to the prescribed ceiling.

In cases involving damage to immovable property caused by bomb blasts or other forms of sabotage, ex-gratia relief will be equivalent to 50 percent of the assessed loss, subject to a maximum of ₹1 lakh.

Appeal Provision Against Property Assessment

The order provides that ex-gratia relief in property-damage cases will be sanctioned by the concerned Deputy Commissioner on the recommendations of the District Level Screening-cum-Coordination Committee.

A person aggrieved by the Deputy Commissioner’s order concerning assessment of damage to immovable property may file an appeal before the concerned Divisional Commissioner within 30 days.

The consolidated instructions have been issued by the General Administration Department (GAD) by order of the Lieutenant Governor of Jammu and Kashmir.
