Javid Hassan Baig directs GMC authorities to expedite pending tenders, ensure procedural compliance, and strengthen accountability mechanisms

Raising concerns over pending and disputed tendering matters at Government Medical College (GMC) Baramulla, MLA Baramulla Javid Hassan Baig has called for immediate steps to ensure transparency, accountability, and strict adherence to established procurement procedures.

In a communication addressed to the Principal of GMC Baramulla, the legislator directed the institution to process and float all pending and disputed tenders at the earliest. He also sought copies of all tender notices and related documents for information and record purposes.

Emphasizing the need for procedural integrity, Baig stated that before resorting to any short-term arrangements, the institution must ensure that regular or full-term tenders are floated in accordance with prescribed rules and regulations.

The MLA further recommended that any interim arrangements and agreements executed under such arrangements should be finalized in the presence of his authorized representative, the Public Relations Officer (PRO), along with representatives nominated by the Deputy Commissioner Baramulla and GMC Baramulla.

According to the communication, all temporary arrangements should include a specific clause stipulating that such contracts would automatically cease once a regular contractor is selected through the formal tendering process and assumes charge of the work.

Baig also stressed the importance of framing and implementing robust rules, conditions, and safeguards to ensure complete transparency and compliance with established procedures in the award and execution of contracts.

Seeking strict adherence to the directions, the MLA warned that any deviation from the recommendations or any action taken contrary to them would be the sole responsibility of the Head of the Institution and could attract accountability under relevant rules and regulations.

Copies of the communication have been forwarded to the Office of the Chief Minister, the Health and Medical Education Minister, the Commissioner/Secretary of the Health and Medical Education Department, the Chief Medical Officer Baramulla, the Medical Superintendent of GMC Baramulla, the Deputy Commissioner Baramulla, and various media associations for information and necessary action.
